Yes, the VS2010 RC is being made available to the general public today, and our plan is to post a new CTP (MSI & ZIP) for VS2008 today as well... you'll see a release announcement when it happens :)
Regarding some of the other questions, there are no changes to the long-standing plans:
- The F# tools (compiler, fsi, VS integration) are available as an integrated part of VS2010, or as a separate group of components available as the CTP (that integrates with VS2008)
- The F# runtime (FSharp.Core.dll) is also available as a redistributable package (since you need this for various deployment scenarios)
- The F# 'PowerPack' will be released on CodePlex
so for example, if you want fsi.exe, you either install VS2010, or install the CTP.
